I think that's a disservice to the genre to say that. The genre wasn't all sunshine and rainbows before that. The later arcs of Sailor Moon...characters died. Did they often reset?. Yes. but there was consequences and a lot of psychological trauma.
The importance is Madoka Magica didn't redefine the genre. Suffering and death. Trauma were already apart of other shows. I mean look at Revolutionary Girl Utena. To say that show is dark is a understatement. What Madoka magica did was turn the magical girl genre in to a trap by turning the system against itself. It did this by turning the mascot character that usually is the glue in a magical girl series, into a cold predatory system that tears them apart. The light at the end of the tunnel is what happens when the predatory system cannot understand emotion and accidentally hands the schematics to a little girl to change it by talking too much lol.
